lautnusantara.comThe purse seine is one of the most widely used fishing gears in small-scale capture fisheries in Indonesia. This gear is known for its effectiveness in catching pelagic fish that live in surface waters in schools. This article discusses the characteristics of purse seine, its operational techniques, target fish species, and its impact on ecosystems and the welfare of small-scale fishers. The review also highlights challenges and opportunities in developing the use of purse seines in the context of marine resource sustainability and the local fisheries economy.

Introduction

Small-scale capture fisheries play a crucial role in providing animal protein, employment, and supporting the local economy, particularly in coastal areas. One of the commonly used fishing gears is the purse seine, which significantly improves the fishers’ catch. However, its use also raises issues concerning sustainability and pressure on fish stocks.

Characteristics of Purse Seine

The purse seine is a net designed to encircle a school of fish and then close at the bottom to trap the fish like a pouch. The size and design of the purse seine may vary, but in small-scale fisheries, it typically uses smaller nets operated by non-motorized or small-motor boats.

Operational Technique

Operating a purse seine involves locating fish schools using visual cues or simple sonar devices. Once a school is located, the net is deployed to encircle the fish, and the bottom rope is pulled to close the net. The net is then hauled, and the catch is collected. This process requires good teamwork, although the technology used is relatively low-tech.

Target Fish Species

Small pelagic fish such as tuna (Euthynnus affinis), mackerel (Rastrelliger spp.), and sardines (Sardinella spp.) are the main targets of this gear. These species tend to live in schools and migrate, making them suitable for purse seine fishing.

Environmental and Social Impacts

Purse seines are generally considered more selective and environmentally friendly compared to destructive fishing gears. However, if used excessively or without proper management, they can lead to overfishing of pelagic stocks and conflicts among fishers. On the other hand, purse seines can enhance fisher income, provide economic stability for fishing households, and create seasonal job opportunities.

Challenges and Development Opportunities

Key challenges in using purse seines in small-scale fisheries include limited capital, restricted access to technology, and reliance on fishing seasons. However, there are development opportunities through fisher capacity building, integration with information technology, and support for sustainable fisheries policies. Training in environmentally friendly fishing gear use and implementation of catch quotas are also vital steps toward maintaining ecological and economic balance.
